Article 17 establishes and protects your right to union representation in the workplace. It defines the roles, rights, and responsibilities of union stewards and representatives.
Your Right to Representation
You are entitled to union representation:
- During investigative interviews
- When reasonably believing discipline may result
- For grievance discussions
- During any formal discussion with management
- When signing or reviewing documents that may affect your rights
Steward Rights and Access
Union stewards are authorized to:
- Investigate grievances
- Request necessary documentation
- Interview witnesses
- Represent members in meetings
- Access all work areas to conduct union business
- Participate in formal discussions
- Review relevant documents
Protected Steward Activities
Stewards must be allowed to:
- Investigate grievances on the clock
- Meet with employees
- Process grievances during work hours
- Travel to other facilities when necessary
- Communicate with management
- Review documentation
- Interview witnesses
Management’s Obligations
Management must:
- Grant reasonable time for steward duties
- Provide requested information
- Allow access to work areas
- Not interfere with representation
- Schedule meetings at reasonable times
- Honor employee requests for representation
Requesting a Steward
When you need representation:
- Make the request clearly
- State “I request union representation”
- Do not continue discussions until representation arrives
- Remain professional
- Take notes if there’s any delay
Important Rights
- You can request representation at any time
- Management cannot deny reasonable requests
- You cannot be disciplined for requesting representation
- Stewards cannot be discriminated against for union activity
- The union must be notified of formal discussions
